What is this? It’s a crossword puzzle — except you don’t know which across answers go on which rows, and you don’t know what order their letters go in the grid. This uses the same brain muscles as a solving an anagram or doing a Sudoku puzzle.
The answer to each “Across” clue is placed, their letters in any order, in the rows of the puzzle grid. Likewise for “Down” answers to columns.
